Eva Sluková Appointed as Senior Lawyer and Member of the Management Board of the Financial Market Guarantee System
Prague, 14 October 2025 – As of October, Eva Sluková has taken up the position of Senior Lawyer at the Financial Market Guarantee System and was appointed a member of its Management Board on 9 October.
Eva Sluková will be responsible for implementing changes arising from the revision of the European framework for crisis management and deposit insurance (CMDI). With the growing emphasis on financial stability and the effective resolution of crises in financial institutions, crisis management and deposit insurance have become key priorities for both the EU and national governments. As a pillar of deposit insurance, the Guarantee System plays a significant role in ensuring the functionality and efficiency of the system, and the expertise and knowledge of the new team member will be applied particularly in this area.
Eva Sluková joins the Guarantee System from the Ministry of Finance of the Czech Republic, where she had worked since 2011. Most recently, she served as Director of the Financial Markets I Department, a position she held since 2023. She has extensive experience in financial legislation, particularly in the areas of banking, deposit insurance, banking and credit union supervision, and crisis management in the banking sector. Before joining the FMGS, Eva Sluková was also a member of the FMGS Board of Directors. Her membership in the board was terminated upon taking up her new position within the Guarantee System.
"The revision of the CMDI framework is an important milestone in strengthening financial stability in the EU – especially because it now enables effective resolution of crises involving small and medium-sized banks without compromising depositor protection. I am pleased to build on my previous experience in financial regulation and to contribute to the practical implementation of these changes within the Guarantee System," said Eva Sluková.
In the Management Board of the Guarantee System, she replaces Martin Hlavnička, who resigned from his position for personal reasons effective 31 August 2025. Martin Hlavnička will continue working at the Guarantee System in the role of Risk Manager.
"Martin Hlavnička served on the Management Board for more than three years. During his term, our team succeeded in strengthening the risk management system and establishing processes related to the implementation of stress testing in accordance with the requirements of the European Banking Authority. However, it is now necessary to focus on new topics arising from the evolving needs of the financial market. Therefore, following his resignation, we have decided to reflect these changes by reinforcing expertise in this area. I would like to thank Martin for his long-standing cooperation. His mission at the Guarantee System is far from over — he will continue to focus on risk management and banking market analysis as a Risk Manager," commented Renáta Kadlecová, Executive Director of the Guarantee System.
