Organisational structure

The Guarantee System manages assets of the Deposit Insurance Fund, of the Crisis Resolution Fund and other assets of the Guarantee System. The Board of Directors has the role of supreme body of the Guarantee System, while the Management Board is the statutory body.

Accounting units

The Deposit Insurance Fund represents the first pillar of the Guarantee System and it is its accounting unit. Financial resources from this fund can be used when a failure of a financial institution that participates in the deposit insurance system occurs on the Czech financial market. Financial institutions are obliged to contribute regularly to the Deposit Insurance Fund in form of annual contributions.

The Crisis Resolution Fund is the second pillar of the Guarantee System, and like the Deposit Insurance Fund, it is an accounting unit of the Guarantee System. Financial resources from this fund can be used in situations when the stability of a financial institution is threatened. This fund is therefore a source for the use of crisis resolution tools whose aim is to prevent financial institution failure that normally leads to compensation of the clients’ deposits. This fund is not used for direct deposit compensation payout, but enables the resolution of situations when rescue of the financial institution is feasible, credible and in the public interest.

Contributions to this fund have to be made not only by the financial institutions already participating in the Deposit Insurance Fund (banks, building societies and credit cooperatives), but also by some investment firms, and this through regular annual contributions.

Board of Directors

The Board of Directors is the supreme body of the Guarantee System. Its members are appointed by the Minister of Finance of the Czech Republic. It has five members and is composed of two employees of the Czech National Bank, two employees of the Ministry of Finance of the Czech Republic, and one representative appointed on a proposal from the Czech Banking Association. Its members are appointed for a term of five years. To ensure continuity, during the first appointment one member was appointed for three years, two members for four years and two members for five years.

The Board of Directors appoints the three-member Management Board of the Guarantee System and supervises its actions. The decision-making process and other details about the Board of Directors actions are defined in the Guarantee System Statute. Other responsibilities of the Board of Directors include the approval of the Guarantee System budget, the annual and long-term work plan, annual reports, important public tenders, and the determination of the method for remuneration of the Management Board.

Management Board

The Management Board is the statutory body of the Guarantee System, which manages the operation of the Guarantee System and executes decisions of the Board of Directors. The Management Board has three members that are appointed by the Board of Directors and they are employees of the Guarantee System. The decision-making process and other details about the operation of the Management Board are determined by the Guarantee System Statute.
